In 2026, kratom is effectively banned in San Diego at both the city and state enforcement levels. A 2016 San Diego ordinance prohibits manufacturing, sale, distribution, and possession of kratom within city limits as a “novel psychoactive drug.” California’s Department of Public Health later classified kratom-containing consumer products as adulterated and illegal to sell or manufacture statewide, so there is no lawful retail market for kratom in San Diego despite it not being a controlled substance under state drug law.
