In Milwaukee, kratom is illegal under Wisconsin state law, which classifies its primary alkaloids (mitragynine and 7-hydroxymitragynine) as Schedule I controlled substances, making possession, sale, and distribution criminal offenses statewide. There is no separate Milwaukee ordinance creating a different regime; state law controls. A 2023 bill to legalize and regulate kratom with a 21+ age gate was introduced but has not been enacted as of 2026.
